Self-Funding Actuarial Services, Inc. is a corporation that has provided actuarial services for self-funded plans for over 35 years. It was founded by Carlton Harker, FSA, MAAA in the 1980s.  Carlton was known for his widely-used text Self-Funding of Health Care Benefits. Philip Castevens first met Carl in 1974, and began working together on pension plan employee benefits and continuing through the years with various computer programming and actuarial projects. In the 1980s Philip and Carl helped start ACS Benefit Services LLC, a leading TPA in the Southeast. Carl then started Self-Funding Actuarial Services, Inc. in the 1990s and Philip became closely involved with the company in 2007. In 2015 Philip became President of Self-Funding Actuarial Services.  Carl passed away in 2017.

In addition to Philip  we have a support staff of full-time and part-time employees including Amy Sanders, our office manager and actuarial consultant. We are also supported by Cindy Castevens (bookkeeping) and Cathy Nemtsov (general).
